Supply Chain Strategy Lead for Semi-State

Your new role

The Supply Chain function manages the delivery of procurement and contracting strategies to support the various functions within the organisation and will contribute to the overall performance of the Supply Chain process.

Reporting to the Supply Chain Strategy Manager, the role will lead and support the development of Procurement and Contract strategies through market engagement, stakeholder management, category planning and benchmarking with peer organisations, ensuring robust governance and compliance.


Main Duties and Responsibilities

  • Engage with external suppliers to gather market intelligence and build collaboration with external suppliers.
  • Support the Tender Delivery Team and Business Units with development of strategies for the efficient and effective sourcing of materials, services and work, including category plans and savings/value delivery initiatives where applicable.
  • Liaise with business stakeholders, participate in relevant meetings, and develop strong working relationships with Supply Chain customers (within the department, Business Units, HSQE, Legal, Transaction Services, Business Delivery Partners and with other organisations and suppliers).
  • Engage and liaise with other similar utilities and government bodies both in Ireland and Europe to drive best practice in developing contracts and procurement.
  • Develop and prepare Strategy Packs for handover to the Tender Delivery Team in Supply Chain.
  • Prepare presentations and papers for governance committee approval of contract and procurement strategies.
  • Provide analysis of market conditions to support development of strategies for the Strategy team. Utilise data analysis (e.g., spend, PO/AP/GL) and market analysis techniques to inform sourcing strategies and commercial decisions.
  • Support the Tender Delivery Team in the tender delivery process, ensuring the tender requirements are aligned with the procurement and contracting strategy and compliant with public procurement regulations (e.g., OJEU/Irish procurement requirements) and conduct negotiations with the Supplier.
  • Manage framework as required.
  • Manage direct reports across various locations in the delivery of performance outputs by the Strategy Team.
  • Track and maintain supplier performance targets and KPIs; maintain metrics in collaboration with the Supply Chain Value & Performance Team.
  • Raise and escalate issues relating to the Strategy Lead as appropriate.

What you'll need to succeed

Demonstrable experience of end-to-end public procurement/strategic sourcing and category management, including P2P, contract management, contract administration, supplier relationship management or portfolio delivery is required.with the ability to translate demand and market insights into executable procurement/contracting strategies.


•Relevant third level qualification and or accreditation is desirable.
•A minimum of 5 years’ experience in water, utilities or similar regulated industries is desirable and or relevant experience
•Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally
•Proven track record in dealing with complex issues, proactively and in a timely fashion and in communicating complex information clearly
•Highly motivated individual, working to the highest professional standards and with proven ability to deliver results.
•Strong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions.
•Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.
•Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.
•Demonstrated people management ability, with experience leading teams, and strong people, change management and conflict resolution skills.
