Semi - State Senior Quantity Surveyor/ Cost Manager

The organisation is the national body responsible for delivering affordable housing. It provides homes on land owned or acquired by the State, and also works with private homebuilders. The organisation's mission is to increase the availability of affordable housing on public and other lands in a financially responsible way, while fostering vibrant communities and generating lasting social benefits. Their current target is to deliver 4,000 homes per year over the coming years. These projects and homes comprise developments relating to low-mid density housing, high-density mixed-use schemes and adaptive reuse of existing and heritage/protected buildings in city centre and suburban locations throughout all of Ireland.
Your new role
This is a unique opportunity to join the organisation's Cost Management Team at a senior level, contributing to one of Ireland's most ambitious developments.
In this pivotal role, you’ll provide expert in-house cost management support across a wide range of functions, including:
- Strategic and master planning
- Land acquisition and activation
- Property development
- Construction delivery
- Developer collaboration
- Asset management
- Investment strategy
Your Responsibilities
- Conduct site visits to support the preparation of high-level feasibility studies and early-stage development budgets.
- Perform detailed viability assessments and cost modelling analyses.
- Lead the procurement process for design teams and construction delivery partners.
- Build and maintain strong working relationships with external consultants through effective collaboration and communication.
- Ensure the financial viability of projects throughout the development lifecycle.
- Lead and contribute to design team workshops, providing expert advice on cost, value management, procurement strategies, contracts, and affordability.
- Liaise with external quantity surveying consultants, reviewing and evaluating cost reports and documentation.
- Support Development and Construction Managers in the day-to-day management of projects.
- Manage project development budgets and monitor post-contract expenditure.
- Participate in negotiations with contractors, developers, and consultants where appropriate.
- Maintain and enhance internal cost databases for construction and development benchmarks.
- Ensure development budgets and project gateway approvals are robust, accurate, and well-documented.
- Drive continuous improvement in cost management processes, documentation, and standards across the organisation.
- Oversee financial claims analysis and evaluate both construction and soft development costs.

What you'll need to succeed
- A minimum of 8 years’ relevant experience with a contractor, PQS, or developer, including proven success in a senior-level role. Candidates should be operating at an experienced SQS or Associate Director level, with confidence engaging senior stakeholders both internally and externally.
- Strong track record in residential project delivery in a senior QS/AD capacity.
- Demonstrated experience in leading and managing a team of project-level Quantity Surveyors.
- A proactive, self-motivated professional who takes ownership of projects and deliverables.
- Excellent analytical and problem-solving capabilities, with a keen eye for detail.
- Strong interpersonal and communication skills, with the ability to present ideas clearly and effectively.
- A collaborative team player who can also work independently across multidisciplinary teams.
- Proficiency in Microsoft Office, particularly advanced Excel skills.
- A degree (or higher) in Quantity Surveying.
- Chartered status (MSCSI/MRICS) is essential.
