Senior Development Manager - Semi-State

Your New Company
Join a dynamic Government housing body, a semi-state organisation at the forefront of delivering affordable and social housing across Ireland. With over €5 billion in committed equity capital and a mandate to transform state and privately sourced land into thriving residential communities, this organisation is driving some of the largest housing initiatives in the country. Operating with a collaborative, results-driven culture, it offers a unique opportunity to contribute to impactful, long-term development projects that shape the future of Irish housing.

Your New Role
As Senior Development Manager, you will lead the delivery of large-scale residential development projects from early concept through to construction commencement. Reporting to the Development Lead, you’ll manage multiple projects across the full development lifecycle—feasibility, planning, design, procurement, and delivery. You’ll provide strategic direction to internal and external teams, oversee commercial viability, and ensure alignment with organisational objectives. This role includes direct people management, mentoring Development Managers and Assistant Development Managers, and contributing to broader strategic initiatives.

Key Responsibilities Include:
  • Leading cross-functional teams and managing stakeholder relationships
  • Conducting feasibility studies and developing strategic delivery plans
  • Overseeing procurement, governance, and project documentation
  • Managing budgets, risk, and reporting to senior leadership
  • Driving sustainable, climate-resilient development practices
  • Mentoring junior staff and contributing to organisational growth

What You’ll Need to Succeed
  • 10+ years’ experience in property development across various lifecycle stages
  • Degree-level qualification in construction, development, or related field
  • Proven track record in feasibility, planning, design, and pre-construction
  • Strong leadership, mentoring, and stakeholder management skills
  • Commercial acumen with deep understanding of viability and cost drivers
  • Technical knowledge of planning systems, buildability, and sustainability
  • Excellent communication, analytical, and strategic thinking abilities
  • Experience with public procurement is an advantage
  • Commitment to continuous learning and professional development

What You’ll Get in Return
  • A leadership role in transformative housing projects across Ireland
  • Hands-on experience with some of the country’s largest developments
  • A supportive, values-driven team culture focused on collaboration and innovation
  • Career progression opportunities and wide-ranging CPD support
  • Competitive public sector salary and benefits
  • The chance to make a meaningful impact on communities nationwide
