A Roads and Utilities Engineer is required in the north-west region of Ireland.

Your new company

Our client is responsible for the delivery of water services across Ireland. They are now seeking to recruit a Roads & Utilities Engineer for the north-west region of Ireland. The team you will join will have overall responsibility for implementing a consistent Road Opening Licence and Reinstatement structure for Asset Operations works nationwide.

The Roads and Utilities Engineer will assist in establishing arrangements with other utilities and stakeholders where the organisation's infrastructure interfaces, including with rail, electricity, gas, waterways, and telecoms agencies.
This is a blended role, requiring a combination of on-site presence and office attendance. The role will support the implementation and management of standardised national processes and ways of working for Road Opening Licencing and Reinstatements, ensuring compliance with regulatory requirements, Department of Transport guidelines (TII Specifications and other) and industry best practices.

Main Duties and Responsibilities:
  • Assist in standing up an effective Road Opening Licence processes that will ensure all road openings comply with regulatory, TII Specifications and industry best practice.
  • Support the Regional Operations teams in managing the Network repair crews responsible for opening and reinstatement of the road for repair works.
  • Inspect and measure temporary and permanent reinstatements completed by Asset Operations, including resolving and reporting defects as necessary to the Regional Operations teams and the crews involved. Procure and manage permanent reinstatement contractors in accordance with the Road Opening Licencing processes and conditions of their contract.
  • Responsible for managing Contractor compliance, payments, and defects.
  • Mandatory use of Asset Management IT systems to manage road openings, reinstatements and safe inspection of works, including internal Maximo asset management platform, Handheld Units, safety systems and the external MapRoad Licencing (MRL) system.
  • Responsible for managing road openings and reinstatements in a specific regional area.
  • Develop and maintain strong, positive relationships with road authorities.
  • Liaise with Regional Operations and support the progression of ongoing tasks, ensuring historic openings are tracked and addressed.
  • Accountable for establishing and managing interactions with other utilities and stakeholders, including rail, electricity, gas, waterways, and telecoms agencies.
  • Establish direct relationships and co-ordinate with internal teams including Regional Operations, Asset Operations Workflow, Infrastructure Delivery, Connection Developer Services and Asset Planning.
  • Promote a knowledge centre for standards, particularly the Purple Book and National road specifications, and enhance a continuous improvement culture in the methods and approach to road reinstatement, and licencing.
  • Assist in the monitoring and reporting of Key Performance Indicators.
  • Oversee compliance with the organisation's Health & Safety, Environmental, and Quality policies, ensuring excellence in road opening and reinstatement projects.
  • Ensure adherence to the Department of Transport's traffic management requirements during project execution.
  • Provide support and escalate issues to the Roads & Utilities Lead and Manager as necessary.
  • Responsible for performing other duties that may be reasonably assigned by the Roads & Utilities Lead and/or Manager in line with the needs of the business
Knowledge, Skills and Experience:
  • Relevant third level qualification and or accreditation desirable and/or equivalent work experience.
  • A minimum of 3 years' relevant experience in an engineering role or related discipline, preferably in the road management or utility sectors, is desirable.
  • Valid, clean, and full category B Irish driving licence. Additional Driving Licence categories are an advantage.
  • In-depth technical knowledge of road maintenance/construction and reinstatements.
  • Experience in managing work involving internal and external stakeholders.
  • Strong understanding of commercial contracts, dispute management and mitigation and delivering quality, time, and cost.
  • Knowledge and understanding of legislation and standards that apply to works on public roads, including the Purple Book and Transport Infrastructure Ireland’s Specification for the Reinstatement of Openings in National Roads.
  • CSCS Signing, Lighting and Guarding (SLG) at Roadworks Card or relevant/similar experience is an advantage.
  • Valid LASNTG basic and/or advanced road opening and reinstatement accreditation an advantage.
  • Valid Safe Pass is desirable.
