Programme Manager required for Semi-State Client

Hays has been retained to recruit a Programme Manager for a Semi-State client of ours.


Your new role

This role is based within our client's Facilities team, who are responsible for obtaining and maintaining the organisation's Headquarters and Regional offices, including: Security, Property Management, Spatial Planning, Capital Projects and Building Management. Responsibilities include:

  • Lead the Capital Projects teams (both internal and outsourced resources).
  • Deliver and support strategically important projects as part of the organisation's Transformation Project such as offices, national stores and depots, laboratories, training centres etc. as part of the transformation of the water services industry in Ireland over the coming years.
  • Develop and maintain strategic relationships with Senior Business Managers within the organisation to ensure successful property and capital projects delivery.
  • Responsible for the overall coordination of CAPEX budget planning, expenditure tracking and efficiencies across all the Facilities functions, acting as key coordinator between Facilities and Finance.
  • Manage and deliver the Facility Capital Investment portfolio, taking budget, resources, and timelines into consideration to ensure the prioritisation and optimisation of CAPEX expenditure.
  • In consultation with relevant stakeholders (Asset Management, Asset Ops and IDD) develop a Facilities Management Strategy for the Asset Operations Sites (water/wastewater plants, reservoirs etc.) including capital budgets, condition
  • surveys, prioritisation of sites, capital investment programmes etc.
  • Project manage design, planning/statutory processes, procurement, construction and commissioning activities to ensure that multidisciplinary projects (i.e. civil/structural, mechanical, electrical etc.) meet their delivery dates.
  • Responsibility for procurement of capital works, engineering consultancy, furniture and specialist ICT systems. Manage and authorise all commercial aspects of contracts including contract management for the delivery of the capital project portfolio.
  • Manage regular reporting on all aspects of ongoing projects to ensure that all stakeholders are informed, and issues are escalated & managed in a timely way.
  • Delivery of construction projects in line with the organisation’s Health, Safety, Quality and Environmental requirements and ensure compliance with statutory and legislative requirements.
  • The role requires flexibility to extend working hours and to work across all regions as required addressing property and project needs.

What you'll need to succeed

  • A relevant third level qualification in Engineering or Property Management and or accreditation is desirable.

  • A minimum of 10 years’ experience in the water, utilities or similar industries is desirable and relevant experience.

  • Ability to translate strategic priorities into operational reality, demonstrating strong decision-making skills

  • Strong business acumen with financial perspective in the forefront

  • Proven track record developing and managing CAPEX budgets for annual budgets and regulatory control submissions.

  • Strong knowledge of best practice design and construction methodologies along with a deep knowledge of relevant statutory processes such as Planning, Fire Safety and BCAR.

  • Lead both direct and third-party resources (degree qualified) to optimise quality service delivery

  • Detailed knowledge of contract management, commercial risk and dispute management, project supervision and issues reporting, interface management and programme planning.

  • Excellent analytical and problem-solving skills, coupled with the ability to generate innovative technical solutions as required

  • Proven track record with dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others.

  • Ability to manage time and workload effectively, which includes planning, organising and prioritising with attention to detail

  • Experience of developing and maintaining effective strategic partnerships with key stakeholders

  • Ability to adapt own communication style to effectively engage stakeholders

  • Demonstrated leadership ability, proactive development, motivation and engagement of staff.

  • Full clean Driver’s License.
