MEP Project Manager - Commercial Semi-State Body

Your New Company
Your new company is a State-owned commercial entity with responsibility for the development and operation of Dublin Port. As Ireland’s largest freight and passenger port, they handle nearly 50% of national trade. They operate in a highly competitive environment, providing essential national infrastructure as a Tier 1 port.
Located at the heart of Dublin City and connected to the national road and rail networks, they are central to Ireland’s economic and logistical ecosystem. We are currently progressing our Masterplan towards 2040, with significant investment in infrastructure, sustainability, and digital transformation.

Your New Role
In your new role as the Mechanical & Electrical Project Manager, you will support the overall planning and delivery of key mechanical, electrical and instrumentation & control capital projects for DPC.
Projects will involve both the upgrading and refurbishment of existing port infrastructure and development of new infrastructure. Examples of the infrastructure include but are not limited to; power distribution networks; onshore power supply; emergency back-up power; electric vehicle charging; high mast lighting; street lighting; linkspans (ro-ro ramps); renewable and alternative energy; utilities and underground services; and buildings.

Key responsibilities:
  • Manage mechanical and electrical engineering/ port related capital projects within Dublin Port on time and to budget – from scheme inception, through project evaluation/ appraisal, outline design/ planning application, detailed design, procurement, project delivery, project commissioning, and handover.
  • Technical Lead for all aspects of mechanical, electrical, energy, instrumentation & control in the development and delivery of capital projects within the PMO.
  • Develop agreed project scope and deliverables in conjunction with the company’s Project Sponsor.
  • Assist in defining the appropriate resource requirements to deliver projects (both internal and external).
  • Identify, evaluate, and manage risks from scheme inception to completion.
  • Ensure that robust project evaluation/ appraisal is undertaken at the outset of a project to provide full visibility of project development choices, options, and issues to Project Sponsor and senior management.
  • Deal with a large range of disciplines such as marine & civil engineering, mechanical and electrical, cost management, architecture, transport, environmental, legal, and planning.
  • Manage internal PMO staff as well as third party consultants and contractors.
  • Work with the PMO Cost Management team to ensure tenders are designed and implemented to best deliver project objectives.
  • Monitor and report project progress through all phases of a project.
  • Work with the PMO Cost Management team so that project accounts are prepared and maintained at all stages of a project, with particular focus on cost to completion and variances.
  • Ensure that projects conform to required environmental, safety, planning, and regulatory consents and standards.
  • Assist the Capital Programme Manager in developing plans, budgets and strategies to meet the needs of the Port for the future.
  • Input into lifecycle and O&M appraisal.

What You Need to Succeed
Essential Qualifications and Experience:
  • B.Eng. (Hons) in either Mechanical or Electrical Engineering plus demonstrable relevant industry experience.
  • Minimum of 8 years’ experience of managing engineering projects, preferably from scheme inception to completion, including individual project values of more than €5m.
  • Experience in project feasibility/ evaluation studies, and in design and development of engineering projects.
  • Experience in selecting, appointing, and managing consulting engineering and professional services firms and in maximising their value in terms of delivering cost-effective design solutions.
  • Experience in managing multidisciplinary teams.
  • Experience in dealing with project clients and in understanding and translating their requirements into agreed deliverables.
  • Experience in risk evaluation & risk management on complex engineering projects
  • Experience in dealing with and building relationships with a diverse range of stakeholders, internal and external.
  • Experience in selecting and implementing appropriate project control systems to ensure clear visibility of project progress.
  • Experience of managing contractors to deliver projects on time and on budget.
  • Strong knowledge of engineering design principles and standards
  • Experience in design, construction, commissioning, or maintenance of power distribution systems in the energy, transport, utilities or industrial sectors.
  • Instrumentation, automation and control knowledge of PLC’s, SCADA or DCS.

Required Personal Attributes:
  • Very strong communication skills, written and verbal, with an ability to distil and communicate complex project issues to allow effective decision-making by senior management and the Board.
  • Multidisciplinary ability, with the facility to stretch and challenge appointed consultants
  • Skill in managing and building relationships with work colleagues, consultants, contractors, external bodies, and the various stakeholders involved in complex projects.
  • Problem solver.
  • Ability to take a detached and objective view of a project, especially in terms of initial project evaluation and the assessing and managing of potential risks.
  • Decision-making and work prioritisation skills.
  • Ability to represent the Port with key external stakeholders (including various commercial operators in the Port, State Agencies, Dublin City Council, NTA, TII, An Bord Pleanála, and EPA).
  • Highly numerate, with a good appreciation of commercial realities and an ability to interpret and present engineering options, issues, and choices in financial terms.
