LDA - Cost Management Lead

This position is on behalf of the Land Development Agency, with whom we are partnering for their recruitment needs.

The Land Development Agency (LDA) is a key Government Commercial Semi-State Body that delivers affordable and social housing on State and other lands. It is overseen by an independent board of directors and is funded with €7.5 billion of equity capital committed by the Government. It is also permitted to borrow up to €1.25bn. The LDA has commenced construction on various state sourced lands and is currently working on 25 plus direct delivery projects that can deliver over 15,000 homes. It is also delivering affordable housing by working with the private sector on an initiative called ‘Project Tosaigh’, which will yield a further 8,000 homes on land provided by housebuilders.

Additionally, the LDA is working on large-scale longer-term strategic areas by master-planning and bringing forward planning applications in locations such as Limerick Colbert Quarter, the Cork Docklands and Sandy Road in Galway. Our team is around 300 people and growing rapidly.


Your new role

The Cost Management Lead role is a diverse role that will offer the right candidate an exciting opportunity to lead and drive the Cost Management of a wide range of transformative residential and regeneration development opportunities across the country, through the full spectrum of site acquisition to delivery. The ideal candidate will be solutions orientated and results-focused with a wide breath of knowledge and experience across the QS skill-set spectrum and a demonstrable track record of delivering developments of scale.

They will have the ability to think strategically, be commercially astute and have a proven track record of leading teams and building relationships with diverse ranges of internal and external stakeholders. The successful candidate will have direct people management responsibilities and will have a proven ability to lead and inspire professionals at all stages of their career. Reporting to the Head of Cost Management, the Cost Management Lead will be responsible for the cost management portfolio of development projects across all stages of the development life cycle from early concept, acquisition, planning, design, procurement through to delivery and handover.

Leadership & Management

Technical and Specialist
  • Adept at balancing multiple stakeholder requirements with commercial drivers to control costs and maximise affordability / value for money.
  • Act as a primary point of contact, with respect to Cost Management, on multiple projects within the team’s responsibility.
  • Develop and implement strategies
    with respect to cost control, cost reporting and cost saving initiatives.
  • Manage and oversee the day-to-day Cost Management of multiple large-scale and complex projects.
  • Provide strategic and technical advice on cost, procurement, contract, and risk matters to internal stakeholders.
  • Manage external QS service providers, building and maintaining strong collaborative relationships.
  • Contribute to the evolution and maintenance of the LDA cost and design metric database.
  • Oversee the preparation of high-level feasibilities and OMCs for early-stage viability analysis.
  • Collaborate with LDA Development Managers and Construction Managers in the strategic management of projects on a day- to- day basis.
  • Liaising with project delivery teams ensuring development budgets are robust.
  • Constantly seek out efficiencies in how the Agency Cost Management function operates.
  • Lead, in conjunction with the Construction Team, contractor negotiations where appropriate.
  • Demonstrable understanding of basic financial and investment principles.

Compliance and Standards:
  • Ability and an ambition to innovate in all areas of the business, on both a technical and strategic level.
  • Manage cost control procedures ensuring best in class standards, with an ambition to lead the industry rather than follow.
  • Ensuring compliance with the LDA Cost Management framework, including Policies and Procedures.


What you'll need to succeed
  • Minimum of 12 years’ experience as a PQS / Developers QS or similar environment with demonstrable relevant experience in a senior level role.
  • Extensive experience with cost management and procurement of large-scale residential developments.
  • Excellent analytical and problem-solving skills.
  • Knowledge and/or experience of public procurement is an advantage.
  • Degree or Higher in Quantity Surveying.
  • Chartered (SCSI / RICS).
  • Willingness to attend training and to develop relevant knowledge, techniques, and skills.
  • Post graduate qualifications will be a distinct advantage.
