Rail – Environmental – Planning – Infrastructure – Navan - Meath

Role Purpose
Lead the planning and environmental consents process for the Navan Rail Line, including delivery of the Railway Order (RO) application. This is a senior role requiring strong experience in statutory approvals for major infrastructure projects in Ireland.

Key Responsibilities
Planning & Consents
  • Lead and deliver the full RO application process
  • Coordinate multi-disciplinary consultants and outputs
  • Oversee EIAR, AA/NIS, and all supporting reports
  • Ensure compliance with Irish and EU legislation
Environmental Oversight
  • Provide technical input into design, data collection, and assessments
  • Manage environmental consultants and ensure quality delivery
  • Support sustainability strategy and ESG reporting
Stakeholder Engagement
  • Liaise with regulatory bodies (e.g. An Coimisiún Pleanála, NPWS, EPA)
  • Represent the organisation in consultations and meetings
  • Chair coordination meetings with project stakeholders
Project Controls
  • Monitor progress, risks, and programme delivery
  • Report to senior leadership on status and issues
  • Track environmental and planning deliverables
Governance & Quality
  • Maintain tracking systems for RO/EIA deliverables
  • Lead QA and legal review processes
  • Ensure outputs meet audit and regulatory standards
Construction Interface
  • Provide input on construction methods and environmental risks
Reporting & Relationships
  • Reports to: Programme Manager
  • Works with: Internal teams, consultants, contractors, and public bodies

Qualifications & Experience
Essential
  • Degree in Engineering, Environmental Science, Planning, or related
  • 7+ years’ experience on major infrastructure EIARs
  • Experience with Railway Orders or similar applications in Ireland
  • Strong knowledge of planning/environmental legislation
  • Proven stakeholder engagement and team leadership
Desirable
  • Rail project experience
  • Project management knowledge
  • Experience in multi-disciplinary teams
  • Mentoring and presentation skills

  • Salary scale for Environmental and Planning (Process) Manager is 4B (U08)
    Year 1 - €88, 102.76
    Year 2 - €89,841.62
    Year 3 - €91580.48
    • 25 days annual leave up to a max of 28
    • 20 days sick pay (certified) in a 12-month rolling period
    • After 1 month, PTI card is issued for self, spouse, and dependents.
    • Entry into the PRSA pension scheme
