Your new role
The Construction and Development Manager will support senior management in the technical planning, coordination, and delivery of development projects in the Greater Dublin area. The role involves a strong engineering and construction background, with responsibility for overseeing the technical development of projects through planning, procurement, detailed design, construction, and final handover.

The successful candidate will play a key role in reviewing engineering and design solutions, coordinating multidisciplinary consultant teams, and ensuring buildable, cost-effective project delivery. The role involves close engagement with architects, engineers, contractors, and statutory authorities to ensure that projects are delivered on programme, within budget, and to the highest standards of safety, quality and regulatory compliance.

The Construction and Development Manager will act as a central interface between internal teams, external consultants, contractors and stakeholders. The role requires strong technical judgement, proactive risk management, and commercial awareness, ensuring that engineering solutions support the overall development strategy.

Key Responsibilities

Project Planning & Delivery
  • Support the Construction and Development Director in progressing projects from site feasibility and technical due diligence through to project completion.
  • Undertake technical review of engineering and architectural designs, ensuring practicality, buildability, cost efficiency and compliance with regulations.
  • Coordinate multidisciplinary design teams including architects, civil & structural engineers, MEP engineers, planning consultants and cost consultants.
  • Review and challenge engineering design proposals, infrastructure layouts, and construction methodologies.
  • Assist in the preparation and submission of planning applications, ensuring technical documentation supports the planning strategy.
  • Manage design development through pre-construction stages, ensuring coordination between disciplines and resolving technical issues early.
  • Assist in contractor procurement and tender evaluation, including review of technical submissions and programme proposals.
  • Monitor construction progress, engineering quality, and programme delivery during the build phase.
  • Ensure projects comply with Irish building regulations, BCAR requirements, and relevant technical standards.
  • Ensure compliance with Health & Safety legislation, including the Safety, Health and Welfare at Work Act and PSDP / PSCS obligations.

Financial & Commercial Management
  • Assist in preparing development appraisals and viability assessments.
  • Monitor project budgets, cash flow forecasts, and cost reports.
  • Review and manage variations, valuations, and claims in collaboration with the Quantity Surveyor.
  • Support cost control; through design optimisation and value engineering.
  • Assist with lender reporting and funding drawdowns where required.

Stakeholder Management
  • Liaise with local authorities, utility providers, and statutory bodies regarding technical approvals and infrastructure requirements.
  • Coordinate engagement with design teams, contractors, and specialist consultants to ensure efficient technical decision-making.
  • Assist legal advisors on technical matters relating to property, planning conditions, and development agreements.
  • Maintain strong working relationships with contractors, consultants and joint venture partners.
  • Prepare technical and project progress reports for senior management and investors.

Risks & Compliance
  • Identify technical and construction risks at early project stages and implement mitigation strategies.
  • Ensure compliance with planning conditions, building regulations, environmental standards and sustainability requirements.
  • Monitor implementation of ESG and sustainability initiatives where applicable.
  • Carry out regular site inspections and technical reviews to ensure quality of construction and compliance with design intent.
  • Maintain effective project documentation, reporting systems and progress monitoring.
  • Chair or participate in design coordination meetings and site progress meetings.
  • Any and all other duties reasonably required and in line with reasonable expectations for the role


What you'll need to succeed

  • Qualification in Engineering (Civil, Structural or Building Services), Construction Management, Quantity Surveying, or a related discipline.
  • 5–10 years’ experience in engineering, project management or development delivery within the Irish construction or property sector.
  • Strong understanding of engineering design, infrastructure delivery and construction methodologies.
  • Experience coordinating multidisciplinary consultant teams.
  • Good working knowledge of Irish planning processes, building regulations and BCAR compliance.
  • Strong commercial awareness and cost management capability.
  • Experience working across design, procurement and construction stages of projects.
  • Excellent communication, organisational and problem-solving skills.
