Change Manager | Perm | €90k DOE (+) | Dublin City | 2 days on site

Introduction

Reporting to the Head of Stakeholder Engagement & Change Management, this role sits at the centre of major strategic change. You will provide direction, structure, and insight across complex transformation programmes, ensuring governance excellence and alignment with organisational priorities.

This is an opportunity to shape the standards, frameworks, and behaviours that will underpin change delivery at scale.

Role Overview

As the Change Manager, you will lead the Change Management team and oversee the development and implementation of best‑in‑class change governance and programme management practices. You will directly influence senior leaders, guide critical decision-making through robust insight, and ensure that people‑centred change principles are embedded in every stage of delivery.

You will be responsible for:

  • Driving and implementing change governance standards across complex programmes.
  • Interpreting programme performance and risk data to strengthen governance and decision-making.
  • Influencing senior leaders to align transformation activities with strategic priorities.
  • Integrating change management methodologies with project delivery frameworks to support successful adoption and outcomes.

Key Responsibilities

The successful candidate will:

Strategic Governance & Assurance

  • Develop and lead a Strategic Programme Management Centre of Excellence, ensuring consistent structure, accountability, and transparency across all transformation and business change initiatives.
  • Deliver consistency in how programmes are initiated, prioritised, monitored, and reported—aligned to the Integrated 5-Year Plan and portfolio strategy.
  • Oversee governance processes to provide assurance across change programmes, ensuring adherence to standards, risk management practices, and regulatory requirements.

Leadership of Change Management

  • Provide oversight of all Change Management activities across strategic programmes, ensuring high-quality, people-centred change delivery.
  • Create and implement comprehensive Change Management strategies and plans that support adoption, engagement, and behavioural change.

Collaboration & Stakeholder Influence

  • Drive proactive collaboration with Programme Leads, Change Managers, and senior stakeholders to ensure change management is fully integrated into programme delivery.
  • Advise and influence executive stakeholders to maximise business value and support strategic outcomes.

Embedding Best Practice

  • Integrate recognised change frameworks (e.g., ADKAR, Prosci) into governance processes, ensuring both technical and behavioural change needs are addressed.
  • Champion continuous improvement by capturing lessons learned and refining governance and assurance practices to enhance effectiveness and impact.


Knowledge, Skills & Experience

Essential Requirements

  • 7-10+ years’ experience in a similar role within transformation governance, portfolio management, or change assurance.
  • Proven experience in complex or regulated environments.
  • Strong analytical and strategic thinking skills, with the ability to interpret and communicate complex programme and risk data.
  • Demonstrated ability to influence and build relationships with senior leaders and cross-functional teams.
  • Excellent communication and facilitation skills, including experience presenting to executive committees or boards.
  • Deep understanding of change management methodologies (e.g., Prosci ADKAR) and how they integrate with project delivery.
  • A structured, collaborative approach to governance that prioritises people and outcomes.
  • Exceptional written, verbal, organisational, and time-management skills.
  • Strong stakeholder management with excellent attention to detail.

Desirable Attributes

  • Experience working in regulated sectors such as energy, utilities, infrastructure, or public service (beneficial but not essential).
  • A continuous improvement mindset with a focus on simplifying and strengthening governance processes.
  • Relevant certifications in project or programme management (e.g., PMP, PRINCE2, MSP).
  • Additional qualifications in change management or portfolio/assurance frameworks (e.g., MoP, P3O).
