Job Title: Business Analyst – Financial Management System Implementation (2 positions)
Directorate: Finance
Grade: Engineer Grade II
Contract Type: 6 Months (possible extension to 9 months)
Location: Cork, Dublin, Galway (in order of preference)
Salary: €74,000 per annum (DOE)
Annual Leave: 27 days
Work Model: Blended (primarily remote – 0 to 1 day/week in the office)
Eligibility: Only open to candidates with Stamp 4 visa or EEA passport
Role Overview:
We are seeking two experienced Business Analysts to support the end-to-end implementation of a new cloud-based Financial Management System (FMS) – Microsoft Business Central – within a public sector environment. This role requires strong process, testing, and change management skills, and will play a critical role in ensuring the successful delivery of a modern, efficient finance platform aligned with the organisation’s future-state processes.
Key Responsibilities:
Process Design & Alignment
• Contribute to the development and documentation of the “To-Be” processes, including:
• End-to-end process flows and ownership
• SOPs and updated policies
• Identification of manual vs automated controls
• Inputs/outputs, triggers, and decision points
• Identify and embed internal controls into processes and procedures
Implementation Phase
• Collaborate with business stakeholders and the project team during key implementation stages:
• Define and document functional test scenarios and use cases
• Ensure traceability of requirements through to final implementation
• Review and support system testing activities (integration, UAT, regression)
• Review and support system testing activities (integration, UAT, regression)
• Assist in the testing and validation of system-generated reports
• Develop and document workarounds arising from test results
Data Migration
• Populate and review live data templates for upload into the production FMS environment

• Communicate data issues and outcomes to stakeholders

Training Support
• Review training curriculum and materials to ensure alignment with finalised To-Be processes
• Provide feedback and facilitate updates where gaps exist
• Transfer knowledge to internal SMEs, BAs, and end users

Go-Live Support
• Support data migration verification and reconciliation during Go-Live
• Assist the finance team and system provider with cutover activities
• Resolve cutover and post-Go Live issues collaboratively

• Finalise and document updated user procedures aligned with new system processes
• Roll out any remaining user training

Essential Requirements:
• Level 8 degree qualification (National Framework of Qualifications)
• Qualified accountant (min. 5 years, currently registered with a recognised accountancy body)

OR ICT Business Analyst qualification with strong finance system experience
• Minimum of 5 years’ experience in an accounting, ICT, or finance environment, with hands-on involvement in system implementations or upgrades
• Demonstrated experience in troubleshooting finance system issues with users and system owners
• Strong knowledge of financial controls and their integration into business systems
