Tender Delivery Procurement Contract in Public Sector

Your new role
Reporting to the Tender Delivery Procurement Manager, the Tender Delivery Procurement Technical Lead will be responsible for ensuring compliant and efficient execution of tenders, contracts and P2P activities through best in class standardized and efficient processes.
Main Duties and Responsibilities:
- Ensure tenders and contracts are delivered in strict compliance with EU Procurement Regulations
- Responsible for providing procurement expertise to Business Owner and responsible for ensuring appropriate governance
- Prepare and coordinate strategic OJEU and stand-alone tender documentation and oversee tender process.
- Provide procurement expertise and guidance to evaluation teams, organise consensus scoring sessions where relevant and supplier award processes in accordance with governance committee sign-off rules as well as internal procurement policies.
- Act as point of escalation for Tender Delivery Team on matters including tenders and PO processing and relevant systems.
- Responsible for effective internal controls in the Supply Chain Tender Delivery process and adherence of team to policies and procedures.
- Ensure a high quality, responsive and effective Supply Chain support service to all customers across the organisation.
- Ensure all processes and policies are compliant with relevant Supply Chain Governance Framework, best practice, policies and procedures as set down by Leadership Team
- Ensure all Purchase Orders are processed in line with agreed service levels and KPIs as well as compliance with published procurement policies and procedures.
- Drive and deliver tenders on schedule
- Oversee Integrated Assurance and ensure accurate reporting of sole source, emergency and non-competitive procurements.
- Collaborate with the Tender Delivery Managers to identify opportunities which will drive efficiencies and lead to standardisation and continuous improvement across tender delivery team.
What you'll need to succeed
- Relevant third level qualifications or accreditation is desirable
- A minimum of 5 years' experience in water, utilities or similar industries is desirable and relevant experience.
- Ability to develop and maintain effective strategic partnerships with key stakeholders internally and externally
- Proven track record with dealing with complex issues, proactively and in a timely fashion along with the ability to communicate complex information to others
- Highly motivated individual, working to the highest professional standards and with proven ability to deliver results
- Strong analytical skills and ability to identify and analyse problems and potential improvements, and propose and implement solutions
- Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
What you'll get in return
This is a 6-month FTC with the potential to extend. On offer is a salary between €61,531–92,296 depending on experience. Hybrid working up to 3 days at home, great culture and friendly team environment.
