Tender Delivery Procurement Buyer in Public Sector

Your new role

The Supply Chain area is responsible for the management, compliance, and efficient delivery of Direct, Indirect and Capital Tenders, Contracts and P2P activity. The Tender Delivery Procurement Buyer is responsible for the delivery of Tender Delivery services in Uisce Éireann with a strong focus on customer service, efficiency, and value for money. Additionally, they will be responsible for timely and compliant P2P processing.
Reporting to the Tender Delivery Procurement Lead, the Tender Delivery Procurement Buyer is responsible for public procurement, ensuring high-quality, compliant, and efficient sourcing processes are delivered in line with Supply Chain policy and best practice tools and methodologies.

Main Duties and Responsibilities:

  • Contribute to compliance in line with business unit and TDT objectives.
  • Focusing on efficient Tender delivery and quality customer service.
  • Escalate on matters including tenders and P2P processing and relevant systems where required for the business.
  • Responsible for the adherence and compliance to policies and procedures and internal controls as per the Tender Delivery Team processes.
  • Deliver tenders on schedule as per the approved firm Demand Plan agreed with Strategy, TDT, P&V and business stakeholders.
  • Contribute to a high quality, responsive and effective Tender Delivery support service to all colleagues across the Uisce Éireann organisation.
  • Ensure all processes and policies are compliant with the relevant Supply Chain Governance Framework, best practice, policies, and procedures as set down by Leadership Team.
  • Ensure all Uisce Éireann Purchase Orders are processed in line with agreed service levels and KPIs as well as compliance to published procurement policies and procedures.
  • Ensure tenders are carried out in a timely manner and are in compliance with internal Procurement policy PD02 and EU public procurement rules as appropriate.
  • Collaborate with the Tender Delivery Team and UÉ customers to identify opportunities which will drive efficiencies and lead to standardisation and continuous improvement across TDT processes.

What you'll need to succeed

  • A minimum of two to three years’ experience in a similar role with previous experience in a public procurement environment being desirable.
  • Relevant qualification.
  • Experience of working in a team environment.
  • Experience of working cross-functionally and across procurement categories.
  • Experience of manipulating and reporting using data.
  • Experience of P2P procurement.
  • Experience executing compliant tender processes, framework drawdown mechanisms and managing escalations and queries from stakeholders.
  • Experience of the legal aspects of contracts, including knowledge of the principles of Irish contract and tax law.
  • Experience of the Oracle system, e-procurement tools and contracting tools (i.e. e-sourcing & e-tenders).
