Hays Recruitment are currently recruiting for an experienced Facilities Technical services specialist to join our client, a commercial semi-state based in Waterford.

The role
The Facilities sub-area in Business Services is responsible for obtaining and maintaining Head Quarters and Regional offices, including activities such as: security, property management, capital projects, building management and fleet management. Facilities will provide these services across and the Local Authorities, ensuring a consistent and effective facilities service is provided.
Reporting to the National Facilities Operations Manager, the Facilities Technical Services Specialist will provide a range of key technical and support services to the Facilities Team including sustainability, health and safety, technologies, and development of asset management / maintenance programmes. The role will work closely with other teams within Facilities as well as other functions within such as Sustainability, HSQE and IT.

Main Duties and Responsibilities:
Support the Facilities Team on strategically important projects as part of Transformation project such as Offices, National Stores and Depots, Laboratories etc. as part of the transformation of the water services industry in Ireland over the coming years.
• Developing and managing the long-term asset strategy relating to the property portfolio.
• Manage Facility assets and plant performance and drive proactive continuous improvement of maintenance work practices and procedures through the CMMS system.
• Responsible for the long-term technology strategy for Facilities including space planning, CMMS / Maximo etc. relating to the property and fleet
• Work closely with HSQE to develop and deliver safety programmes and safety action plans for Facilities. Co-ordinate, analyse and trend key HSQE performance reports for Facilities.
• Ensure compliance with statutory and legislative requirements in respect of Health and safety, the environment, building and workplace regulations.
• Work closely with the IMS (Integrated Management Systems) team to ensure Facilities use the Document control process. Responsible for supporting and guiding Facility document creators, reviewers and approvers.
• Support the various programmes of ISO / Management System audits as required.
• Manage and participate in business continuity, disaster recovery and emergency planning activities for Facilities as required.
• Develop and support delivery of energy reduction and sustainability programmes and climate action plans for Facilities. Co-ordinate, analyse and trend key Sustainability performance reports for Facilities.
• Work closely with the Sustainability team and be a focal point for sustainable considerations in Facilities in the areas of design, procurement, policy, etc. Liaise with relevant bodies such as SEAI and represent Facilities on forums and working groups as required.
• Complete regular energy performance and benchmarking reviews
• Development of papers, presentations and reports to senior management as required.
• Manage and lead a team of internal and contractor resources to achieve the objectives above ensuring relevant people management and reporting is completed
• The role requires flexibility to extend working hours and may require being a member of the on-call rota
• Other activities as may be assigned from time to time

Knowledge, Skills and Experience:
• Engineering / Facilities or other relevant qualification desirable
• At least 5 years’ relevant experience.
• Experience in Asset Management / Operations & Maintenance methodologies and working knowledge of ISO systems is seen as advantageous.
• Experience in the delivery of Facilities Management Services to multiple locations desirable.
• Strong knowledge of areas such as Sustainability and Health and Safety desirable.
• Proven ability to create and develop good working relationships to facilitate the accomplishment of work goals, coupled with the ability to gain commitment from others.
• Experience with identifying improvement opportunities, generating ideas and implementing solutions.
• Ability to work independently and with multiple levels of an organisation.
• Capable of identifying opportunities and taking the appropriate initiatives to capitalise on them.
• Ability to set own high standards of performance and delivering desired results.
