Design Safety Services Specialist

Hays Recruitment are currently recruiting for an experienced Design Safety Services Specialist to join our client, a semi-state company based in Cork.

Duties and Responsibilities:
• Provide guidance, advice and support to the client on fulfilling Project Supervisor for the Design Process (PSDP) and Principal Designer (PD) responsibilities and develop PSDP/PD delivery strategies for the business.
• Provide guidance, advice and support to the Project Services team for any strategic initiatives or projects being undertaken within the area.
• Provide assurances as Client, that competent and adequately resourced organisations have been correctly appointed to fulfil statutory duty holder roles defined in the relevant Construction Regulations.
• Take ownership for, and embed, existing Safety Management Systems for ‘Managing Safety during the Design Process’; and continuously monitor and improve these systems in accordance with the Plan – Do – Check – Act cycle.
• Oversee audits, inspections and performance monitoring of PSDP/PD activity to ensure compliance across the project lifecycle from concept to construction completion.
• Identify and support PSDP/PD training requirements to GNI and ensure adequate training is provided to Engineering Service Providers, where required
• Ensure all design activity is being coordinated throughout the project lifecycle from concept through to construction completion, including temporary works design, design changes, and specialist designers.
• Provide oversight of and input to, design risk assessment and mitigation activities undertaken by designers.
• Develop a holistic safety file management strategy in conjunction with the Project Information team, to ensure that the appropriate records are retained post-construction within the agreed timeframes, including: asset data, as-laids, technical records, residual risks etc.Build and maintain relationships with all internal and external stakeholders, including: Asset Management, Asset Delivery, Asset Operations, HSQ, Engineering Services Providers, and Construction Contractors. Chair cross-functional working groups required to progress continuous improvement initiatives.
• Other duties as may be assigned from time to time.

Knowledge, Skills and Experience:
Proven technical competence is essential – Engineering degree or other relevant qualification desirable, preferably in the natural gas or similar industry.
• Minimum 7 years’ experience in engineering or safety role.
• Formal safety qualification (e.g. FETAC/IOSH H&S certificate, diploma).
• Have a working knowledge of health and safety legislation, management systems, documentation and techniques etc. particularly construction related regulations and systems.
• Experience in design risk assessments and experience of process safety risk assessment techniques e.g HAZOP an advantage
• Experience in fulfilling or managing the PSDP and/or PD on new works, modifications or repairs in the natural gas or similar industry.
• Proficiency in data capture tools and asset management systems (e.g. Maximo) an advantage.
• Ability to set own high standards of performance and delivering desired results.
• Demonstrate a commitment to developing new skills in yourself and others and a track record of getting results through others
• Previous experience with initiating and maintaining strategic relationships both internally and externally, using strong influencing skills to achieve business goals
• You are comfortable with change and have a demonstrated ability to identify opportunities for improvements and efficiency
• Proven track record with dealing with complex issues, proactively and in a timely fashion, along with the ability to communicate complex information to others
• You are comfortable with making and taking appropriate decisions
